A valid email address is required to apply online. Online applications must be submitted by 5:00 PM on May 19, 2026. Lottery based selections. Top 300 applicants placed on waiting list.
Applications will also be available online to print. Paper applications will be available to pick up at the off-site address: 160 14th Street, Oakland, CA 94612 at these times:
